Phoenix foundation (Phase B). This service is the back-office Operations & Control Layer. It is not the POS sales engine: a customer sale always completes on the till with no Phoenix, no Supabase, and no internet.
Phase B is foundation only. Device registry, heartbeat dashboard, onboarding, and reporting are not built yet.
